Historically, education systems have often excluded individuals with disabilities and diverse learning needs, perpetuating social inequality, and for many years access to quality education has been an elusive dream for millions due to socioeconomic disparities, gender discrimination, and other forms of marginalization. Inclusive universal education policies emerge as a beacon of hope, promising a world where every child, regardless of their background, can realize their full potential. The Salamanca Statement and Framework for Action, along with the policies below, adopted in 1994 during the World Conference on Special Needs Education, marked a turning point in the global pursuit of inclusive education.
